Court rules in favor of Eloy in Coolidge annexation dispute

A land annexation sought by the city of Coolidge has been declared “invalid” by an appellate court.

The city of Eloy challenged the nearby city in 2015 after Coolidge passed an ordinance to annex 160 acres located near State Route 87 and Hanna Road. Paso Fino Horse Associates, a Nevada-based limited liability company, asked Coolidge to annex the property for the possible development of a hotel.

Because of the land’s closer proximity to Eloy’s city limits, said Eloy City Attorney Stephen Cooper, the city was better suited than Coolidge to provide services for future development. So Eloy filed a complaint in Superior Court, accusing Coolidge of not following annexation requirements mandated under state law.
