Why Pinal County is locking up fewer kids; downward trend saving county thousands

The halls of the Pinal County Juvenile Detention Center were quiet and empty.

They didn’t have the vibe of a rowdy prison on a day PinalCentral was invited to tour the facility. No screaming or shouting could be heard while walking down the center’s corridors and some rooms sat unoccupied.

An entire block of cells held no occupants and the outdoor recreational field was vacant — probably because it was over 115 degrees outside.
