The Wild Horse Pass Development Authority [WHPDA] has issued a Request for Qualifications (RFQ) from developers for a proposed mixed-use restaurant and entertainment district and venue. The proposed site is adjacent to the Wild Horse Pass Casino, connecting it to the 90-store Phoenix Premium Outlets nearby. The RFQ is a primary step in the authority’s process to negotiate an agreement with a qualified developer or developers.

“Wild Horse Pass attracts 9 to 10 million visitors yearly,” said Dale Gutenson interim general manager for the WHPDA at a recent presentation to potential developers. The traffic stems from the Wild Horse Pass Hotel and Casino, Phoenix Premium Outlets, the 500 room Sheraton Grande, five-star five-diamond Kai Restaurant, Aji Spa, Whirlwind Golf Club, the 500-plus-acre motorsports park and Rawhide Events Center.

The development site is more than 1 million square feet and will launch in phases. The first would comprise a conceptualized indoor-outdoor concert and entertainment venue, restaurants with office space above, boutique retail stores and a hotel.
