Dick Powell: Always up for a challenge

Dick Powell spent hundreds of hours in 2014 focused on water — talking about it, learning about it in special conferences and advocating for agricultural water users.
“Water’s become one of the most important issues I deal with. It takes a lot of my time,” said Powell, who, as well as being an advocate for water users, is also a Casa Grande City Council member and a small business owner.
As last year began, Powell was a leading voice opposing an Arizona Department of Water Resources plan to bring an end to agricultural extinguishment credits. He and the newly formed Pinal Local Water Group had just begun to analyze ADWR’s plan and talk about potential alternatives.
