Community Facilities District idea irks some
A recent Board of Supervisors meeting opened doors for discussion of a controversial development bill that was shot down and later revived in the Arizona House of Representatives.
Establishing Community Facilities Districts would lead to additional taxes, said Mark Barnes, Arizona Capitol Connections president and director of legislative services. He said future Pinal County residents within a district would be obligated to pay back debt through a secondary property tax to cover infrastructure and improvements to land within that district, such as residential or retail establishments.
While there are some Community Facilities Districts within the city limits of Casa Grande, none has been established anywhere else in Pinal, so county officials have never managed them.
