Maricopa council members clash over mayor’s emergency powers

A discussion about the mayor’s current authority to unilaterally declare a state of emergency turned heated Tuesday night at a City Council meeting.

The meeting ran late into the night with an hour of deliberation over whether or not the acting mayor should have the authority to declare a state of emergency alone or if it should be a council decision. The agenda item was brought forth by council members Vincent Manfredi and Julia Gusse after the city of Surprise voted to revoke that power for its mayor.

Manfredi began by reasoning it is much easier to contact one another now than it was when this law was created.
