Co-chairs Richard Rosales and Rebecca Timmer introduced Craig McFarland, President and CEO and Liz Goodman, Lobbyist for Pinal Partnership.

Liz Goodman and Cole Libera will lead the lobbying efforts along with support from their team members Destiny Ruiz and intern Makenna Trapini.

  • Food Tax bill #HCR2021 is on its 3rd read in the house.   This bill will eliminate the food tax in cities and towns with an estimated impact of 230 million.  A compromise is discussed to grandfather existing food tax, requiring increases to go to voters.  Last minute revision of a 2% cap now threatens the bill entirely.
  • Liz Goodman indicated the latest revision is not supported by the League of Cities and PP position is it will oppose.
  • The committee discussed there is still an opportunity to reach out. There are many questions about the latest revision, and it may go back to correct issues raised by the 2% cap.
  • The committee also discussed local control is the priority. Saying no to all of it sends a strong message to the legislature to stop hindering cities/towns from managing their local revenue.
  • The committee encourages those with connections to reach out to their legislators
  • The committee supported Craig to create a letter to be distributed before 3rd read today and encourages those who want to take a position sign in and email the legislators in your districts today
  • Other bills supported include:
    • Transportation bill HB2234 from Teresa Martinez for Pinal County study to prioritize transportation needs.
    • Appropriations bill to HB2557 for SR 347 widening funds and SB1617 expedites Riggs Rd. improvements from 2028 to 2026 in senate from Lopez/Shope.
    • Liz requested info from utilities on various energy bills in process affecting Pinal

CAP supports HCR 2016, WIFAA funding for acquiring new water supplies.  This bill is being evaluated in the Water Committee.

Both the Water Resources and Government Relations Committee will continue to work with the Pinal Partnership lobby team and leadership to evaluate legislation important to Pinal County and our membership.
