Possible Change of Plans for the Section 11 Wastewater Treatment Plant?

On June 6, 2018, Johnson Utilities LLC released a press release announcing “it is moving forward with plans to close its Section 11 Wastewater Treatment Plant (“WWTP”) located at 5452 East Hunt Highway.”  In the release, Johnson Utilities acknowledged that the plant has been “at the center of odor complaints from nearby residents in recent years.”

Johnson Utilities stated that the wastewater currently being treated at the Section 11 WWTP will be treated at a “new regional facility to be known as the Copper Basin Water Reclamation Plant that will be constructed by the Company after it receives the required regulatory permits and approvals. The Copper Basin WRP will be a state-of-the-art enclosed mechanical plant. “The Company sees this as a win-win for all involved,” says Gary Drummond, the Manager of Johnson Utilities.”

Over the last five weeks, little has been discussed regarding the “new regional facility”. Then on July 6, 2018, exactly one month after the announcement that the plant was being closed, a public notice for a public hearing was published by the Arizona Department of Environmental Quality (ADEQ) regarding a preliminary decision to issue a “Significant Amendment to an APP for Johnson Utilities Section 11 Wastewater Treatment Plant.”
