[NEWS RELEASE] Apache Junction Police Chief Thomas E. Kelly has been named chairman of the National Advisory Board for the FBI’s Violent Criminal Apprehension Program (ViCAP),

ViCAP Web began as a repository of information to be shared with local law enforcement, focusing on serial homicides, serial sexual assaults, missing and unknown person cases which crossed jurisdictional boundaries. The database allows investigators from participating agencies to directly input pertinent information regarding their cases into the system. In addition, investigators can search across jurisdictional lines, via the database, for cases similar to their own.  Since the inception of ViCAP more than 4,000 agencies from across the Unites States have submitted more than 90,000 cases.

The board was founded in 1999 and is comprised of state and local law enforcement personnel representing agencies throughout the United States. Chief Kelly has been serving on the board since 2014. He was named chair at the board’s June 25 meeting.

“It has been exceptionally important to learn more about these new tools that help local law enforcement in our state and across the nation.  This program is just another one of the many outstanding FBI programs that are available to any law enforcement agency.  The bureau does not take over the participant’s case they merely assist when needed with a myriad of dedicated and talented resources,” Kelly said. “This program saves valuable time, enhances our investigations with leads and adds additional resources to our community, making us all a little safer.”
