The Energy Committee joined the Government Relations Committee for a joint meeting.  Co-chair Richard Rosales introduced Max Shilstone of Energy Transfer/Transwestern Pipelines.

APS, SRP, Tucson Electric Power/Unisource, City of Mesa, Arizona Electric Power Cooperative and Southwest Gas have signed or announced their intention to execute a precedent agreement with Energy Transfer/Transwestern to be part of the project. Energy Transfer/Transwestern will be holding an open season in the coming weeks to solicit additional interest.

Local firms will have an opportunity to contract as the project develops, with the goal to use local companies whenever possible.

The 42-inch steel pipeline will extend over 500 miles from the Permian Basin in west Texas to Pinal County where it will connect to the company’s existing pipeline system. The pipeline will traverse private and public land, but no tribal lands.

Collaboration with other companies may be possible, but all are working on separate business models and project timing and federal review of projects would need to be coordinated.

Natural gas supply in Texas continues to be developed and is anticipated to be available for decades.  The FERC 7C permitting process for interstate pipelines, which includes NEPA (National Environmental Policy Act) review, does not require approval by individual states. However, the project will require dozens of local and state permits in Texas, New Mexico and Arizona.

The project will create approximately 5,000 construction jobs, $12.5 million in property tax revenue for Arizona ($7.5 million for Pinal) and provide a critical new source of natural gas to the state to ensure the electric grid and gas distribution system remains affordable and reliable.
